این کتاب متنی جامع و در عین حال فشرده و حاوی مفاهیم، قواعد، نهادها و سازکارهای بین المللی در حوزه حقوق دریاها است. حقوق بین الملل دریاها همچون خود دریاها گاه متلاطم و گاه آرام بوده ولی هرگز ساکن و بی حرکت نبوده است. پیگیری تحول پرفراز و نشیب حقوق دریاها در کتابی با این حجم کار آسانی نیست و حکایت از تسط، هنر و چیره دستی مولفان آن دارد. حقوق دریاها شاخه‌ای از حقوق بین‌الملل عمومی است که به موضوعات مربوط به دریاها می‌پردازد. منبع اصلی این شاخه از حقوق کنوانسیون ملل متحد در مورد حقوق دریاها مصوب ۱۹۸۲ است. این قرارداد به «قانون اساسی دریاها» معروف است و تا فوریه ۲۰۰۹ بیش از ۱۵۷ کشور به آن پیوسته‌اند.
