America must either return to institutionalism and multilateralism; as Brzezinski puts it, America is in the age of choice. America's domination either leads to war or to its early decline. The United States seems to be resisting the latter and more prepared for war. But America's engagement in any war will impact on the cycles of power in the world system and will weaken America's position in the global structure.
