When the world is silent, we raise our sails.
This is the slogan of a movement that began in recent days under the title of the Global Fleet of Resistance, with the participation of more than 70 ships from 44 countries and the presence of hundreds of civil and political activists from the ports of Barcelona, Genoa, Tunisia and Greece, towards the Gaza Strip. This fleet was designed with the main goal of transporting humanitarian aid, including medicine, food and medical equipment, as well as delivering a political message of opposition to the siege of the Gaza Strip. Coalitions such as the Freedom Fleet, the Global Gaza Movement and regional groups such as Al-Samoud Nusantara Malaysia play an active role in organizing this movement. Since the beginning of the Gaza War in October 2023, the siege of Gaza has become much more severe, and children and civilians are the main victims of this crime. Article 55 of the Fourth Geneva Convention obliges the occupying power to ensure that civilians have access to basic needs. Severe restrictions on the entry of essential goods and the prohibition of the passage of humanitarian aid can fall under the definition of collective punishment and, in some cases, be classified as a gross violation of human rights and a war crime. The Samood Fleet movement, utilizing transnational non-governmental action and humanitarian diplomacy, seeks to exert pressure on international decision-making structures. The participation of international figures such as Greta Thunberg and representatives of the European Parliament, while increasing media coverage, has given the initiative more multifaceted dimensions.
Such participation can be analyzed in terms of the concepts of soft power, global moral pressure, and networked civil society. However, this movement has been met with official threats from Israeli authorities, including announcements of the intention to arrest activists and seize ships in international waters. According to the 1982 Monte Gobi Convention on the Law of the Sea, seizing ships in the high seas without legal authorization is clearly a violation of the principle of freedom of navigation. The history of the attack on the Freedom Flotilla in 2010 and the deaths of nine Turkish activists in the Mavi Marmara incident increases the possibility of security and diplomatic tension. In addition, some international institutions and port groups in Europe, including the Genoa labor unions, have declared their support for the convoy. This type of non-state accompaniment is an example of structured extraterritorial solidarity that emphasizes the capacity of global civil resistance to state-centered policies. In recent months, Israel has confronted several humanitarian convoys and ships that were trying to deliver aid to the Gaza Strip. In recent months, the Madeleine ship, which included prominent activists such as Greta Thunberg, was seized in international waters by the Israeli navy. More recently, the Hanzala ship with 21 international activists was stopped near Gaza and directed to the port of Ashdod. These actions were accompanied by international reactions and criticism of the violation of international law. In the current situation, the Samood flotilla should be considered not simply a symbolic act, but a complex action at the intersection of the humanitarian crisis, international law and geopolitical competition. The success or failure of this flotilla in reaching the shores of Gaza will have a direct impact on the legitimacy of international institutions, a test of the honesty of governments in defending human rights, as well as the future of public diplomacy in the face of regional conflicts.
